One of the first things that comes to mind when talking well-nigh the conditions that lead to the 1994 genocide is that both German than Belgian governments took it onto themselves to behind the Tutsi, a smaller portion of the population, in charge of the day to day runnings of the countries. Therefore the Tutsi were more tiptop then the Hutu, and giving more power to those who already looked push down on the Hutu as their subjects. With the introduction of people having to carry recognition cards letting opposites know what tribe they belonged to just make it easier for people to separate one faction for the other.
When independence in the long run came to the region and there were no longer colonial governments in charge and just the Tutsi tick offled government that was favored for over 60 years.
